They can't guarantee compatibility with alt browsers because they don't test it. They also don't usually test web apps with alt browsers, usually only IE/Netscape because that's what 99% of users currently use. However.when grandma and grandpa go on to pay their bill, they feel more secure knowing they only allow certain browsers. I totally agree.for you and I it is silly as we all know this. If the pages looked like crap and a secure connection could NOT be established with Opera (identified as IE6)then I would agree that the site was specifically designed for a particular browser. In this case, Opera's functionality is not hampered by the browser saying it is IE6, so it should also allow Opera -identified as opera- which does support 128 bit encryption.

If it is viewable and secured properly with a bogus user agent string, then it IS an issue with a site personnel making a decision to not allow a particular browser. If I use opera and identify myself as opera, and the site says sorry, then I change my string to IE6, there will be no difference in how the page is accessed ( to my browser anyway). I hate to disagree, but just changing the user string will not change any level of security or encryption. Maybe you should stick to paper billing with stamps then? It really should not be that big of a pain for you to change your agent id, I'm sorry if you truly think it is that big of a a pain.

They require certain browsers for compatibility and security reasons (encryption). You may not have to browse to them, but there are many other sites that do this.
